| MANIFIESTO DE LAS MUJERES DE LAS AMERICAS ANTE LA VII REUNION MINISTERIAL DEL ALCA Quito-Ecuador, octubre 2002 Hemos venido a Quito mujeres de todos los países del Continente, del Norte hasta el Sur, para expresar nuestra oposición al Acuerdo de Libre Comercio de las Américas -ALCA, para exigir a los representantes de nuestros gobiernos el inmediato cese de las negociaciones. Consideramos que es una responsabilidad de todas y todos detener el sometimiento a este Acuerdo, que es parte de un modelo económico internacional que supone pérdida de soberanía, imposibilidad de desarrollo autónomo, empobrecimiento masivo y peores condiciones de trabajo y de vida para las mujeres. Con el ALCA están en juego definiciones cruciales para nuestros países y nuestras vidas, frente a las que nos situamos como actoras económicas, como ciudadanas, reivindicando el derecho a decidir en estos importantes asuntos. Somos actoras económicas porque hacemos notables contribuciones con nuestro trabajo remunerado (muchas veces subpagado) y no remunerado; impulsamos múltiples iniciativas para producir, generar ingresos y para garantizar la sobrevivencia de la población toda; estamos presentes, cada vez más, en todos los espacios. Afrontamos, pese a ello, desventajas e injusticias, porque las desigualdades de género están instaladas en el corazón mismo de la economía, y tienden a agravarse con políticas neoliberales como las que el ALCA profundizará. ¿Cómo afecta el ALCA a la mujeres? Mujeres del campo y la ciudad estamos concientes de los múltiples efectos que traerá este tipo de Acuerdo para nosotras; entre ellos: * Producción: condena a la desaparición a unidades productivas medianas y pequeñas, justamente donde hay más mujeres. Promueve la apropiación privada, vía patentes, del patrimonio colectivo generado especialmente por las mujeres indígenas y campesinas durante siglos: semillas, artesanías, prácticas curativas; en adelante se deberá pagar para usar estas tecnologías, diseños y conocimientos. En ambos casos se afectan las capacidades productivas, la soberanía alimentaria y la calidad de vida de todas y todos. * Empleo y trabajo: La previsible quiebra de unidades productivas rurales y urbanas, lo mismo que la privatización de empresas y servicios públicos generan desempleo (siendo las tasas femeninas siempre mayores). Se ha producido una verdadera expulsión de fuerza de trabajo, que alimenta migraciones del campo a las ciudades, y hacia países del norte. Como contraparte, puede darse una muy limitada generación de empleos precarios, generalizando una flexibilización laboral regresiva, que desconoce derechos de las mujeres, incluso los derechos sexuales y reproductivos ya que, por ejemplo, se aplican mecanismos de prohibición del embarazo, o se genera un clima de mayor vulnerabilidad ante el acoso sexual. Un claro ejemplo constituyen las "maquilas", en las cuales el 80 por ciento de la fuerza laboral es femenina, y se ha impuesto un modelo de sistemática violación de derechos laborales y humanos. * Servicios, Salud y calidad de vida: Al someterse todos los servicios básicos (agua, luz, telecomunicaciones, educación, salud) al control privado con fines de lucro, el acceso a los mismo se limita, generándose más exclusiones, privación de derechos, deterioro de la calidad de vida, especialmente de las mujeres que se han visto obligadas a incrementar su trabajo para el cuidado de las familias y comunidades. * Democracia y equidad: Agravando un contexto en que se extiende el autoritarismo y la militarización, los Estados y los gobiernos no podrán dictar políticas soberanas de desarrollo económico, ni definir políticas sobre producción, distribución, redistribución; tampoco utilizar su capacidad de compra e inversión para estimular, por ejemplo, producción y empleo de las mujeres, para promover equidad de género. Todo esto impide construir las bases de una real democracia. La implantación del mercado total, que invade todos los terrenos de la vida, estimula prácticas de explotación como el tráfico sexual de mujeres y menores, convertidos cada vez más en "atractivo" turístico. Nuestras propuestas Las mujeres proponemos cambios sustanciales en el modelo económico y en el comercio internacional: estos ya no deben estar regidos por el interés particular, la explotación, la competencia, que generan injusticias, empobrecimiento, depredación ambiental. Proponemos una economía que priorice la atención de necesidades humanas, que potencie diversas maneras de organizar la producción, que supere desigualdades e injusticias, especialmente las que afectan a las mujeres. En función de ello, el comercio internacional debe estar regido por normas y acuerdos basados en la aplicación de derechos, la solidaridad, la complementariedad, la colaboración, la reciprocidad, y no en la competencia y el dominio de los poderosos. Nosotras queremos vivir en un mundo solidario, democrático, pluralista, ecológicamente sustentable y pacífico. Queremos vivir en un mundo sin violencia hacia nosotras, en un mundo de respeto e igualdad entre mujeres y hombres. Proponemos a nuestros gobiernos: detener el ALCA e impulsar una verdadera integración. We consider that it is a responsibility of all to stop submitting to this Agreement, which is part of international an economic model that imposes loss of sovereignty, impossibility of independent development, massive impoverishment and harsh conditions of work and life for the women. Through the FTAA the representatives are making crucial definitions for our countries and our lives, As citizens and economic actors, we opposed are opposed to this, asserting the right to decide about these important subjects. We are economic actors because we make remarkable contributions with our remunerated work (often subpaid) and often we are not remunerated. We engage in manifold initiatives to produce and to generate income. We are present, more and more, in all the spaces. We confront, in spite of this, disadvantages and injustices, because inequalities are installed in the same heart of the economy, and are deepened by neoliberal policies like which the FTAA. How does the FTAA it affect women? As women of the field and the city, we are conscious of the multiple effects that this type of Agreement for us will bring, among them: - Production: it condemns to disappearance medium and small productive units, exactly where there are more women. It promotes the appropriation via patents of the collective heritage which is especially generated by indigenous women and farmers over the centuries: natural medicines, seeds, crafts, practices. One will now be required to pay to use these technologies, designs and knowledge. In both of these cases the productive capacities are affected, the nourishing sovereignty and the quality of life of all and all. - Use and work: There is a foreseeable bankruptcy of rural and urban productive units, just like the privatization of companies and public services generates unemployment (the rates being always greater for women). A reduction of the work forces is taking place, that generates migrations from the field to the cities, and towards countries of the north. There is the generalizing of a regressive labor degredation, that does not know rights of the women, even the sexual and reproductive rights since, for example, mechanisms of prohibition of the pregnancy are applied, or a climate of greater vulnerability is generated through sexual harassment. A clear example is the "you assemble them" model, in which the 80 percent of the labor force is feminine, where a systematic violation of labor and human rights has prevailed. - Services, Health and Quality of Life: When being all the basic services (water, light, telecommunications, education, health) are put under the control of profit aims, the access these are limited, generating more exclusions, deprivation of rights, deterioration of the quality of life, especially for women who have been themselves forced to increase their work for the care of the families and communities. - Democracy and fairness: Aggravating a context which extends authoritarianism and militarization, states and the governments will not be able to administer sovereign policies of economic development, nor to define policies on production, distribution, or redistribution; to either use its capacity of purchase and investment to stimulate, for example, production and employment of the women, to promote fairness. All this prevents the construction of the bases of a real democracy. The domination of the total market, that invades all the lands of life, more and more, stimulates practices of operations like the sexual traffic of women and minors, for an "attractive" tourist trade. Our proposals We the women propose substantial changes in the economic model and international trade: these no longer must be controlled by the particular interest, the operation, and the competition that generate injustices, impoverishment, and environmental depredation. We propose an economy that prioritizes attention to human necessities, that harnesses diverse ways to organize production, that overcomes inequalities and injustices, especially those that affect women. International trade must be governed by norms and agreements based on the application of rights, solidarity, complementariness, collaboration, reciprocity, and not on competition and the dominion of those with power. We want to live in a shared, common, democratic, pluralistic, ecologically sustainable and peaceful world. We want to live in a world without violence towards us, in a world of respect and equality between women and men. We propose our governments: stop the ALCA and impel true integration.
